Los Angeles Mayor Karen Bass has appointed Steve Kang, President of the Los Angeles Board of Public Works, as her Liaison to the Film and Television Industry, her office announced today during a meeting with her Entertainment Industry Council.

Citing Kang’s deep knowledge of L.A.’s infrastructure and permitting processes, along with his key relationships with department leadership, Bass expressed confidence that Kang’s aim is to improve local filming experiences in the industry town.

Strategic Engagement for Production Retention

In his position, Kang will engage in a comprehensive strategy to retain production in Los Angeles. This includes the ongoing implementation of the mayor’s Executive Directives 8 and 11, which were passed last year and in May, respectively. These directives aim to facilitate easier shooting for studios and independent producers by lowering costs and streamlining procedures for on-location filming, thereby increasing access to some of the area’s most iconic locations. As liaison, Kang will also collaborate with industry stakeholders regarding on-location filming issues, working with city departments to troubleshoot any problems that arise.

Historical Context of the Film Liaison Role

The city’s film liaison role was first established under former Mayor Eric Garcetti, who appointed Film Czar Tom Sherak in 2013. Following Sherak’s death, Ken Ziffren was appointed for the role and currently serves on the Entertainment Industry Council established by Bass last summer. Industry advocates have been urging Bass, who took office in December 2022, to appoint a liaison to bridge the gap between filmmaking and government.

Executive Directive 11 and Its Impact

The appointment comes three months after Bass issued Executive Directive 11, aimed at reducing red tape surrounding local film and television production. Earlier this summer, California lawmakers secured $750 million to double the state Film & TV Tax Credit Program, which aims to create more jobs and expand eligibility.
